Ahnaf Amin Imagine one day you are outside your village home, playing with your little sister and your farm animals, when all of a sudden you hear gunfire and see armed men burn down your house, rape your mother, and you watch your neighbors get slaughtered as their children look on. That is the reality of the Rohingya.
Almost 6 years ago, the Rohingya refugee crisis began as families fled Rakhine state in Myanmar, a place that has been home to their forefathers for generations, predating Bangladesh and Myanmar's independence. The sheer horror felt by these people, scampering through paddy fields, their lives on their backs and children in their hands, leaving their homes and livelihoods behind, does not come close to anything any of us living a privileged life have felt. As we observe World Refugee Day, it is easy to focus on the trauma and hardships of these people solely, and not delve deeper into the causes and nature of this ethnic cleansing to discuss what policy decisions can solve this humanitarian crisis.

রিফাহ তাসনিয়া পূর্বিতামাইক্রোফাইন্যান্স বা ক্ষুদ্রঋণ এমন এক আর্থিক সেবা, যা দ্বারা ক্ষুদ্র উদ্যোক্তাদের উৎসাহিত করা হয়। সাধারণত এই ঋণ প্রদান করা হয় নিম্ন আয়ের মানুষ ও বেকারদের আত্মকর্মসংস্থান তৈরির উদ্দেশ্যে। ব্যাংকসহ অন্যান্য আর্থিক প্রতিষ্ঠান থেকে ঋণ গ্রহণে অপারগ দরিদ্র অসহায়ের সেবায় এগিয়ে আসে বিভিন্ন এমএফআই (MFI) বা মাইক্রো ফাইন্যান্স ইনস্টিটিউশন গুলো। অন্তত তাই কাম্য।
এবার আসি কেন ব্যাংক বা অন্যান্য আর্থিক সংগঠন নিম্ন আয়ের ব্যক্তিদের ঋণ দানে উৎসাহিত হয় না। সাধারণত প্রতিটি ব্যাংকেরই লেন্ডিং পলিসি থাকে, যেখান থেকে অর্থ ফেরত পাবার সম্ভাবনা কম সেখানে তারা লোন দিতে উৎসাহ বোধ করে না। অত্যন্ত দরিদ্র ও জমিহীন মানুষের জামানত হিসেবে সুনির্দিষ্ট সম্পদ বা উৎস থাকে না। এর ফলে উদ্যোগ গ্রহণের মত অর্থ ঋণ দেবার ঝুঁকি ব্যাংকগুলো নিতে চায় না। "দারিদ্র্যের দুষ্টচক্রে" আবর্তিত এই জনগোষ্ঠী পিছিয়েই থাকে। এই পিছিয়ে পড়া মানুষগুলোকে মেইনস্ট্রিমে আনতেই ক্ষুদ্র ঋণ সংগঠনগুলো কাজ করে থাকে। এই সংগঠন নন প্রফিট বা অলাভজনক হতে পারে, আবার ফর প্রফিট বা লাভজনকও হতে পারে। তাহলে প্রশ্ন থেকেই যায় যে, জামানত ছাড়াই যদি ঋণ প্রদান করে তাহলে এই সংস্থাগুলোর অর্থ ফেরত পাবার নিশ্চয়তা কোথায়? Her family forced her to marry someone much older than her. But with the help of her friends and some activists, she was able to end that marriage. There is no doubt that this case has to be thoroughly investigated and the family should be brought under law. But one excuse given by her family sheds light on an otherwise ignored dynamic of child marriage. They said they were receiving multiple threats and hence were scared for her safety. While this might have been their way to escape legal proceedings, this case presents a critical puzzle, a scenario more common in rural areas. In a society where women are unsafe and feel scared to get out of their homes, are child and forced marriages the inevitable result?

This was when I first read the book “Nudge: Improving Decisions About Health, Wealth, and Happiness”. I was fascinated by the psychological insights and their real-life economic applications, especially how a nudge could bring positive results with extraordinarily little effort. This led me to explore the systemic flaws in thinking that affect our everyday decision-making, which we are unaware of. That’s unfortunate because becoming aware of our biases can help us make better informed decisions. Thus, reading the book “Nudge” became my gateway to the world of behavioral economics.
